【题 目】Can Brain Drain of Elite Scientists be Reversed? Evidence from China’s Young Thousand Talents Program

摘要：Scientists play a central role in a knowledge-based economy. However, less developed countries have lost many of their best and brightest to the developed world. To reverse this "brain drain", many countries are setting up policy programs to attract skilled emigrants to return. The effectiveness of these programs has been mixed, partly due to policy heterogeneity. This study investigates one of the most prominent programs – China's Young Thousand Talents (YTT) Plan. We identify every member of the program’s first four cohorts and match them with Chinese scientists with similar educational background, in the same research field, of the same level of pre-return scientific knowledge productivity but having stayed overseas. Difference in differences estimation provides consistent evidence that YTT returnees are associated with a large post-return boost in knowledge productivity, an effect that varies across institutional types, time and academic disciplines. The performance boosting effect can be completely explained by research funding from the talent program, suggesting that its success can be replicated in other regions of the world.
